On 2018August 21st, Minister of the Ministry of Science and Technology Chu Ngoc Anh had a meeting to exchanged information on international cooperation on science and technology with the heads of the diplomatic missions of Vietnam, term of 2018-2021.

Attending the working session, there are leaders of International Cooperation Department; Department of Organization and Personnel; Institute of Science, Technology and Innovation; Directorate for Standards, Metrology and Quality; National Office of Intellectual Property; Agency for Radiation and Nuclear Safety; Hoa Lac Hi-Tech Park Management Board; Office 1136, Office of the Ministry, Center for Research and Development of Science and Technology Communication, Journal of Science and Technology of Vietnam.
The delegation of the Ministry of Foreign Affairs, led by Mr. Pham Sanh Chau, Assistant Minister of Foreign Affairs, Vietnam Ambassador Extraordinary and Plenipotentiary in India and representatives of about 20 diplomatic missions of Vietnam, the Department of Organization and Personnel and Department of General Economic also attended.

At the meeting, Minister Chu Ngoc Anh congratulated the heads and representatives of diplomatic missons of Vietnam, newly appointed by the Party and State as the heads of diplomatic missions of Vietnam for the term 2018-2021; he simultaneously emphasized the strong relationship between the Ministry of Science and Technology and the Ministry of Foreign Affairs in general, between the network of Overseas Agencies of the Ministry of Science and Technology and the system of diplomatic missions of Vietnam in particular.
Minister Chu Ngoc Anh introduced some features of the development of science and technology in the past year. The Minister stressed that in recent years, the Ministry of Science and Technology has received great helps from the Ministry of Foreign Affairs, staffs who were sent to work as head of foreign missions always visited and worked at the Ministry before their business trip. TheThis is an opportunity for the ministry to report relevant issues so that they can support the domestic science and technology sector as well as help MOST to set up international cooperation with other countries.
Sharing about the transfer of S&T policy, the Minister said that S&T has always received the attention and direction of the leaders of the Party, the State and the Government. Resolutions of the 2nd plenum of the VIII Congress have identified science and technology and education and training as the top national policy. Resolution No. 20-NQ / TW of the sixth plenum of the XI National Assembly has set the requirements of the task of renewal of thinking and strengthening of the leadership of the Party and management of the State for the scientific and technological development, focusing on 3 pillars: investment reform, financial mechanism and S & T human resource training.
S & T has taken a step forward in research and development associated with value chain production. In particular, in the development of science and technology always accompanied with the socio-economic sectors. The attention and investment of enterprises for technology innovation and research and development are paid attention. Business-to-university cooperation has increased.
About 5 forces to do missions of science and technology, the Minister said: Besides the staff of science and technology policy makers, scientists working at research institutes and universities, scientists in enterprises, enthusiasts -research- people, there are also scientists working abroad. Thus, the role of the representations is very important.
With regard to international integration in science and technology, the Minister also informed the delegation that we have currently cooperated with all major S & T countries, strategic partners and comprehensive strategic partners. In order to realize international integration and catch up with other countries in the field of science and technology, the Prime Minister assigned the Ministry of Science and Technology to build a network of representatives of science and technology in foreign countries. Until now, MOST has representatives in 12 countries and territories with 21 locations.
The Minister requires the heads of the overseas Vietnamese representative missions to continue to closely work with the Ministry of Science and Technology on international cooperation in the field of science and technology; assisting S & T representatives in these countries to accomplish their assigned tasks.

At the meeting, Mr. Pham Sanh Chau, on behalf of the heads of the diplomatic missions, gave the thanks of the Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh to the Minister of Science and Technology Chu Ngoc Anh on the good cooperation between the two ministries. Congratulating to the Ministry of Science and Technology achievements, Mr. Pham Sanh Chau said that the efforts of MOST have been confirming the “key” role of S & T and the contribution of S & T in the industry for the construction and socio-economic development of the country.
The information which has been frankly shared and followed order from the Ministry of Science and Technology will help the delegation have more information to connect in the process of deploying overseas tasks in each specific area, said Pham Sanh Chau.
On this occasion, some representatives from the Ministry of Science and Technology exchanged issues related to S & T Diplomatic Affairs, which provided comments and methods of coordination between MOST and Heads of diplomatic missions of Vietnam in the near future.
